    SANTIAGO CITY, ISABELA, Philippines — An outrigger boat capsized along Dalupiri Island in Magsidel, Calayan town in Cagayan on Saturday afternoon, Sept. 5, a disaster response officer said. Jeo Robert Arirao, Calayan municipal disaster risk reduction and management officer, said that the boat, MB Geri An, was on its way to Calayan after leaving the port in Claveria town in the morning.
