   BRUSSELS — The United Nations’ International Civil Aviation Organization (ICAO) on Friday criticized the European Commission’s proposal to extend the Emissions Trading System (ETS) to flights to the Middle East from 2029.    BRUSSELS — The European Union risks a fresh confrontation with the U.S., China and big airlines when it issues a review Friday widely expected to extend carbon pricing to all international flights departing from the bloc.
