A lawsuit filed against Skagit County and a county Sheriffâs Office deputy on Aug. 7 claims that the deputy unlawfully seized a Skagit County man, leading to an injury. The lawsuit was filed in U.S. District Court for the Western District of Washington. Joshua Rueb claims that deputy Christopher Rogers unlawfully seized him, and used excessive force during a civil property dispute in August 2023, according to court documents.
