After a moment of silence and a few stories about George Osborne, an El Dorado Irrigation District board member for 23 years, who died on Sept. 13 at the age of 83, the EID Board of Directors decided to postpone the debate and vote with regards to county Measure S, until the next meeting. The measure, expected to generate to an estimated $13 million annually (totaling roughly $315 million to $380 million over its lifetime), asks voters to approve a sales tax hike of 3/8 cents on every dollar.Â
