Police in Ishinomaki City, Miyagi Prefecture, have arrested a 19-year-old male university student on suspicion of attempting to film up the skirt of a girl under the age of 10. According to police, the man is suspected of approaching the girl from behind on a street in a residential area of Ishinomaki at around 3:30 p.m. on July 1, and attempting to film up her skirt with his smartphone, NTV reported. The girl ran away and told her mother what happened. Her mother immediately contacted police.
