I would really have to see his face up close to know. But every pic I see of Carney suggests to me he is having strokes. I saw right away when he emerged what looked to me like stroke damage on his face. The fact it appears to be getting more pronounced as time goes by makes me think he is having more strokes. His voice also seems to be more and more wooden and robot-like.PM Carney is, IMO, cognitively impaired.
