    INTRO: A southeast Kansas community is up in arms over a recent encounter between local police and a 71-year-old man early last month. Less than two weeks after the encounter, the man died. It happened in Caney, a town of about 1,800 in Montgomery County near the Oklahoma border. Andy Taylor is the editor of the Montgomery County Chronicle. He told KPR's Matthew Algeo the man, a Caney resident named Carl Eugene Hempel, was diabetic and frail.
