    Last week, more than 250 federal, state and local officers fanned out across San Diego County. They arrested 12 people and searched a dozen homes that were supposed to be operating as daycares. When the Justice Department unsealed the charges, the picture got worse. Prosecutors say these “ghost daycares” collected more than $10 million in childcare subsidies for children who were never there. That should make every taxpayer in this county angry. It makes me angry. This money wasn’t a slush fund.
