When Concord filmmaker Jenny Phillips died unexpectedly in 2018, she had a third documentary about the American prison system in the works. Almost immediately, her journalist husband Frank Phillips and longtime collaborator Andrew Kukura vowed to finish her final film. “There is no other choice but to do that,” Frank Phillips told WBUR in 2019.
